On Friday, June 30, 2017 at 19:15 Hrs, Washington County ECC received a call for a "Working Code" in the area of the Potomac River Bridge on Rt. 340. As further information was obtained, it seemed that the victim was possibly in the Potomac River near Lock 32. This updated information led to a full River Rescue Assignment to be dispatched.
Engine 11-2 (Potomac Valley) was responding to the initial location when the new information was received. Being just blocks from the station they responded back to the station and split their crew to respond in Support 11-1 with Boat 11-1 to the Potomac River and Engine 11-2 to Rt 340 to cover all possibilities. Jefferson County, Wv units were alerted to assist on the River Rescue Assignment and requested to report to "the Point" in Harper's Ferry, Wv to assist Jefferson County Company 7 (Bakerton) with launching their boats.
Support 11-0 (Chief 11) made access to the C&O Canal Towpath at Lock 34 and proceeded down to Lock 32. Support 11-7 (Capt. 11) accessed the Towpath at Weverton and proceeded to Lock 32. EMS 1812 proceeded to the Rt 340 Bridge to gain a visual of the river and confirm no victim on the bridge.
ECC advised all units that CPR instructions were being given to the calling party. Chief 11 arrived at Lock 32 and observed CPR being administered to the victim on a group of rocks in the river. Captain 11 assumed "Potomac River Command" and Chief 11 attempted to make access to the victim by foot via rocks. This attempt was not successful due to river conditions.
Boat 11-1 and Jefferson Boat 7-2 were advised of the exact location in the river. Boat 11-1 arrived a minute later, retrieved the victim and proceeded to "The Point" while preforming CPR. The victim was transferred to a Jefferson County, WV EMS unit and transported to Jefferson Memorial Hospital. Unfortunately despite the efforts of all involved the victim did not survive.
